HOOPES PARK RULES AND REGULATIONS 
Each 2 hour time slot costs $45.00 
 
  • Anyone playing in an organized game/league/practice (including tennis instructors) must be pre-approved to use the Courts. An organized group must sign and complete the official West Chester Parks and Recreation Tennis Packet in order to use the tennis courts. 
 
  • Organized groups may only use the courts during approved times which are on their contract.  Any changes must be pre-approved by the West Chester Parks and Recreation Department. 
 
  • All pre-approved organized groups are permitted to use only three of the four courts. One court must be left open for the general public. 
 
  • All organized groups are required to have wavier signed by all participants in your group. You will not be permitted to use the courts until all waivers have been handed in to the West Chester Parks and Recreation Department.  
 
  • All permitted groups must provide a copy of your certificate of liability insurance. The Borough of West Chester must be named as “additionally insured” to your coverage.  No organized groups will be permitted to use the tennis courts without providing proof of insurance coverage.   
 
  • All permitted groups must pay in full prior to their first court usage.  If the Parks and Recreation Department does not have a full payment prior to the first court usage the organization will not be permitted to use the courts.   
  
  • If the courts are to wet and unplayable, do not play on them.  If there is standing water on the courts please take the time to sweep or roll them off.   If you don’t play because of the conditions, it is the responsibility of the league to inform the Parks and Recreation Office for refund.  
 
  • No alcohol is permitted on park grounds including the parking lot.  The Borough of West Chester has an “Open Container Ordinance” which prohibits open alcohol containers in Borough of West Chester Parks. 
 
  • The playing area (including the benches) are non-smoking!  Any smoking should be done outside of the gates. 
 
  • Teams must pick-up after themselves after each usage.   
 
  • As per USTA 2015 League Regulations, A match tiebreak is required instead of a third set if there is another team scheduled to use the courts after your usage. Please see 2.01C(3) Match Scoring and Formats. 
 
  • Throughout the season a representative from the West Chester Parks and Recreation Department will be stopping by to make sure rules and regulations are being followed.  If they find you are in violation of any rules you will be given a warning the first time. If the organization is in violation a second time your entire league will forfeit all court usage for the remainder of the season.
